Board of Directors
The EDNDC is governed by a dedicated 13-member Board of Directors, composed of community leaders and professionals with deep experience in housing, urban planning, and neighborhood development.

Paul R. Woodie, President
Paul has served as President since EDNDC’s founding in 2015. A former Planning Director for the City of Dayton, Paul brings decades of experience in city planning and has consulted on numerous neighborhood revitalization initiatives since his retirement.

Jan has dedicated her career to strengthening communities through planning, development, and human services in Dayton. In 1997, she left her role as Manager of the Division of Neighborhood Development for the City of Dayton to found East End Community Services. Over the next 26 years as Executive Director, she led the organization in delivering vital education, workforce, health, and housing services to thousands of children and families—working to break the cycle of generational poverty.
In 2015, Jan also helped establish East Dayton Neighborhood Development Corporation and has led both organizations in tandem for nearly a decade, where she continues to advance equitable development and affordable housing in the East Dayton community.

Carl brings decades of experience in urban planning and land use policy to EDNDC. He retired as Administrator of the Dayton Board of Zoning Appeals and joined the organization in 2023, contributing deep expertise in zoning, regulatory processes, and neighborhood planning.

Fran previously served as Deputy Director for Operations and Finance at East End Community Services for 14 years, where she leveraged her decades of financial management experience to
oversee complex budgets and multiple funding streams.
At EDNDC, she continues to ensure the financial integrity, compliance, and operational efficiency of our programs and development efforts.
Lisa Stempler
Affordable Housing Consultant

Lisa joined EDNDC in January 2024 to advance its mission of creating safe, affordable housing and strong communities. She recently retired as President and CEO of Miami Valley Community Action Partnership, where she led one of the region’s largest anti-poverty agencies. Lisa brings
extensive expertise in affordable housing, community development, and nonprofit leadership.
Together, our Board and staff work to ensure that EDNDC remains a trusted, mission-driven organization— committed to inclusive development and expanding affordable housing opportunities
throughout East Dayton.
